The dissertation starts from the assumption that occupational health and safety regulations must be applied in public administrations by also combining the improvement of organizational well-being in order to increase the productivity of the administrative machine. The research aims to converge the academic study and investigation, proper to a PhD, on organization, safety, well-being and productivity in an integrated and interdisciplinary way, also in light of the challenges imposed in recent years by the digitalization of public administration (and public employment). With reference to public administrations, the approach to the problem of well-being is first and foremost a matter of organization: in this sense, the organization of work turns out to be, in fact, at the center of prevention dynamics, which also include the promotion of all those actions of micro-organization and personnel management that contribute to the improvement of the quality of work, having the latter direct consequences on the productivity of employees and thus on the efficiency and effectiveness of administrative action. The multidisciplinary approach, on the one hand, and empirical research on the other, induce a reflection on "organizational well-being" in public administrations, highlighting the need for greater incisiveness and involvement of prevention actors in creating the conditions that achieve a working environment marked by well-being. The intent of this thesis is to provide insights into the circular relationship between organizational wellbeing and the actual organization of wellbeing, which widens, ideally like concentric circles, to encompass the recent debate on the issues of social wellbeing and sustainability of resources, as well as the promotion of people's wellbeing in both the intra- and extra-work spheres. In the last two decades, in fact, public administrations have begun to embrace new concepts shaped not only by the logic of efficiency, effectiveness and cost-effectiveness of public action, but also by the logic of social responsibility, sustainability of human, and environmental resources, up to the creation of happy, welcoming and more productive workplaces, in order to be able to ultimately offer users the best possible public service, thus also implementing levels of social welfare.
Il presente lavoro di tesi parte dall’assunto che la normativa in materia di salute e sicurezza nei luoghi di lavoro debba applicarsi anche nelle pubbliche amministrazioni coniugando – come conditio sine qua non – anche il miglioramento del benessere organizzativo, al fine di una maggiore produttività della macchina amministrativa. La ricerca si propone di far convergere lo studio e l’indagine accademica, proprie di un dottorato di ricerca, sull’organizzazione, sulla sicurezza, sul benessere e sulla produttività in modo integrato ed interdisciplinare, anche a fronte delle sfide imposte negli ultimi anni dalla digitalizzazione della pubblica amministrazione (e del pubblico impiego). Con riferimento alle pubbliche amministrazioni, l’approccio al problema del benessere è innanzitutto di natura organizzativa: in questo senso, l’organizzazione del lavoro risulta essere, infatti, al centro delle dinamiche prevenzionali, le quali ricomprendono altresì la promozione di tutte quelle azioni di micro-organizzazione e gestione del personale che contribuiscono al miglioramento della qualità del lavoro, avendo quest’ultime dirette conseguenze sulla produttività dei dipendenti e quindi sull’efficienza e sull’efficacia dell’azione amministrativa. L’approccio multidisciplinare, da un lato, e la ricerca empirica dall’altro, inducono una riflessione sul “benessere organizzativo” nelle pubbliche amministrazioni, evidenziando la necessità di una maggiore incisività e un maggior coinvolgimento degli attori della prevenzione nel creare le condizioni che realizzino un ambiente di lavoro improntato al benessere. L’intento di questa tesi vuole essere uno spunto di riflessione sul rapporto circolare tra benessere organizzativo e concreta organizzazione del benessere che si allarga, idealmente come dei cerchi concentrici, fino a ricomprendere il recente dibattito sui temi del benessere sociale e della sostenibilità delle risorse, nonché della promozione del benessere delle persone sia in ambito intra-lavorativo che nella sfera extra-lavorativa. Negli ultimi vent’anni, infatti, le pubbliche amministrazioni hanno iniziato a fare propri nuovi concetti improntati non solo alla logica dell’efficienza, dell’efficacia e dell’economicità dell’agire pubblico, ma anche a quella della responsabilità sociale, della sostenibilità delle risorse umane, ambientali fino alla creazione di luoghi di lavoro felici, accoglienti e maggiormente produttivi, al fine di poter offrire all’utenza, in ultima analisi, il miglior servizio pubblico possibile, implementando così anche i livelli di benessere sociale.
