The research focuses on the case study of Sicilian nurseries. The aim is to reconstruct the development processes that have led to the current provision of public nurseries, with a specific focus on the municipalities of Palermo and Catania and in relation to the implementation of the Integrated System 0-6. The research methodology is characterized by a quantitative-qualitative, interdisciplinary, multiscale, and multidimensional approach. The research aims to identify problematic elements contributing to territorial disparities and regional and municipal deficiencies. Complementarily, it traces the transformative processes of educational services and the resolving factors that have led to achieving and/or maintaining resolutions, in terms of increased accessibility and overcoming specific challenges. The work is divided into two sections: the first part is dedicated to nurseries in Italy, while the second part focuses on nurseries in Sicily. The first part comprises two chapters. In the first chapter, pedagogical models and paradigms to interpreting early childhood in Italy from the late 19th century to the 20th century are explored, emphasizing the processual aspect that influenced their transformations and contaminations. In the second chapter, the analysis concentrates on the history and legislation related to early childhood educational services from the mid-19th century to the present day. A critical analysis of relevant legislative documents and socio-historical literature reveals numerous critical and significant passages and interpretative ambiguities. The second part of the thesis represents an additional level of analysis and study. In the third chapter, the investigation focuses on the region of Sicily. The chapter covers the analysis of Sicilian legislation on nurseries and early childhood educational services, the governance and welfare system, educational and social policies, strategies adopted based on quantitative criteria and parameters required by allocated funds, and the quantitative situation from 1971 to the present. The fourth chapter centers on the unprecedented reconstruction of significant events and transformative processes of municipal nurseries in Palermo and Catania, presenting local contexts where structural vulnerabilities urged the need to find solutions. This led to field experiments and turned emergency settings into opportunities to redesign the system and introduce innovations. This reconstruction involved a phase of recomposition and integration of various oral and written sources collected in the field research. Finally, the concluding chapter provides a set of explanatory hypotheses, composed of problematic and resolving factors identified in the integrated analysis, suggesting future trajectories for further research and advocacy actions.
La ricerca si concentra sul caso studio dei nidi siciliani. L’obiettivo è stato ricostruire lo sviluppo dei processi che hanno portato all’attuale offerta di nidi pubblici, con un focus specifico sulla situazione dei Comuni di Palermo e Catania e in relazione alla realizzazione del Sistema integrato 0-6. La metodologia utilizzata è improntata su un approccio quanti-qualitativo, interdisciplinare, multiscalare e multidimensionale. La ricerca si concentra sull’individuazione degli elementi problematici che hanno contribuito a mantenere i divari territoriali e le carenze regionali e comunali. In modo complementare, si rintracciano i processi trasformativi dei servizi educativi e i fattori risolutivi che hanno portato al raggiungimento e/o al mantenimento di situazioni risolutive, nei termini di maggiore accessibilità e di superamento di determinate criticità. Il lavoro è articolato in due sezioni: la prima parte è dedicata ai nidi in Italia, mentre la seconda parte si focalizza sui nidi in Sicilia. La prima parte è composta da due capitoli. Nel primo capitolo si sono approfonditi i modelli e i paradigmi di lettura dell’infanzia da zero a sei anni in Italia, tra la fine dell’Ottocento e il Novecento, dando particolare rilevanza all’aspetto processuale che ne ha implicato le trasformazioni e le contaminazioni. Nel secondo capitolo, l’analisi si concentra sulla storia e sulla normativa relativa ai servizi educativi per la prima infanzia, da metà Ottocento a oggi: da un'analisi critica dei documenti legislativi attinenti e della letteratura socio-storica si sono rintracciati i numerosi e articolati passaggi critici e significativi e le ambiguità interpretative. La seconda parte della tesi coincide con un ulteriore livello di analisi e studio. Nel terzo capitolo l’indagine si è concentrata sulla Regione Sicilia. Il capitolo tratta l’analisi della normativa siciliana sui nidi e i servizi educativi per la prima infanzia, il sistema di governance e di welfare, le politiche educative e sociali, le strategie adottate in base ai criteri e ai parametri quantitativi richiesti dai fondi stanziati, la situazione in termini quantitativi, dal 1971 a oggi. Il quarto capitolo si concentra sulla ricostruzione inedita degli eventi significativi e dei processi trasformativi dei nidi comunali di Palermo e Catania, restituendo contesti locali in cui le fragilità strutturali hanno richiamato all’urgenza di trovare soluzioni, attraverso cui si sono attivate sperimentazioni sul campo e si sono resi assetti emergenziali opportunità per ridisegnare il sistema e per introdurre novità. Per questa ricostruzione è stata dedicata una fase di ricomposizione e integrazione delle diverse e numerose fonti orali e scritte inedite rilevate nella ricerca sul campo. Infine, nel capitolo conclusivo viene fornito un set di ipotesi esplicative, composte dai fattori problematici e dai fattori risolutivi individuati nell’analisi integrata, per suggerire traiettorie future per ulteriori ricerche e azioni di advocacy.
