Neoliberalismo urbano, infrastrutture sociali contese e pratiche di cura. Il caso del quartiere Antico Corso di Catania.

This thesis situates itself within the debate on social infrastructures in the field of urban studies. Employing a multidisciplinary approach and drawing from geographic, anthropological, and sociological literature, it aims to reveal social infrastructures as contested spaces through which both the impact of neoliberal policies on an urban scale and the forms of resistance and agency that respond to or counter these transformations can be understood. Theoretically, the thesis engages with various strands of literature, including urban neoliberalism, infrastructures, social movements, and feminism. Adopting an ethnographic and narrative approach, the thesis reconstructs and analyzes urban discourses and rhetoric surrounding the dismantling of social care infrastructures in the historic Antico Corso neighborhood of Catania (Sicily, Italy), tied to processes of "urban regeneration" promoted to benefit the tourism economy and student population. Furthermore, the thesis addresses the theme of self-managed social care infrastructures emerging "from below" in response to the broader care crisis driven by austerity measures and neoliberal urban policies, highlighting the centrality of mobilizations and transfeminist theoretical contributions. In conclusion, the thesis emphasizes the material and immaterial roles of social infrastructures and their central importance in the transformative political and spatial processes of the contemporary city.

Questa tesi si inserisce nel dibattito sulle infrastrutture sociali nell’ambito degli studi sulla città. Adottando un approccio multidisciplinare e utilizzando letterature geografiche, antropologiche e sociologiche, questo lavoro si propone di rivelare le infrastrutture sociali come spazi contesi attraverso i quali è possibile leggere tanto l’impatto delle politiche neoliberali su scala urbana quanto le forme di resistenza e agency che reagiscono o contrastano queste trasformazioni. Dal punto di vista teorico, nella tesi dialogano filoni di letteratura differenti, come quelli sul neoliberalismo urbano, sulle infrastrutture, sui movimenti sociali e sul femminismo. Adottando un approccio etnografico e narrativo, la tesi ricostruisce e analizza i discorsi e le retoriche urbane attorno allo smantellamento delle infrastrutture sociali di cura nel quartiere storico dell’Antico Corso a Catania (Sicilia, Italia), connessi a processi di "rigenerazione urbana" promossi a beneficio dell’economia legata al turismo e alla popolazione studentesca. La tesi affronta inoltre il tema delle infrastrutture sociali di cura autogestite, nate "dal basso" per rispondere alla più ampia crisi della cura determinata dalle politiche di austerità e dalle politiche urbane neoliberali, mettendo in evidenza il protagonismo delle mobilitazioni e dei contributi teorici transfemministi. In conclusione, il lavoro pone l’enfasi sul ruolo materiale e immateriale delle infrastrutture sociali e sul loro ruolo centrale all’interno dei processi politici e spaziali trasformativi della città contemporanea.
