The research aims to investigate the governance processes underlying the changes in educational services aimed at early and second childhood. The investigation process aims to identify, in the socio-political-anthropological transformations taking place, the new idea of centrality and listening to the child and the new and evolutionary perspective of investment in childhood starting from the analysis of the paradigms of pedagogy in its own and specific dimensions: aims, knowledge and methods. The context of this study is that of multilevel governance, which is characterised by coordinated action by the European Union, the Member States and regional and local authorities, based on partnership to define and implement EU policies. The path of investigation finds correspondences, references and suggestions in the broad and current cultural and interdisciplinary pedagogical, psychological, philosophical, sociological debate. With reference to the research objectives, the tools of the educational research methodology developed in the three contexts of the empirical research implemented at three different times during the three-year period 2023/2025 were used: Case study: object of the investigation educational governance in the Municipalities of Sardinia. Participatory planning carried out in and with the administrators of the Municipality of Baunei (Nu): "The country I would like". Qualitative participatory research. Children's ideas on the concept of social justice implemented in two different European territorial contexts: Gothenburg (Sweden), Cagliari (Italy). The thesis concludes with the identification of new possible models of listening to the ideas of the youngest citizens by the educational governance for the services of the zero six years; perspectives that emerge from the reading of the qualitative data of the empirical research analyzed with reference to the three paths of investigation implemented.
