This thesis examines the digitalisation of Active Labour Market Policies in Italy, analysing the persistent gap between technological ambitions and implementation realities in employment service modernisation. The research employs comparative legal analysis, examining Italian employment service digitalisation against successful European models to identify factors contributing to effective technology deployment. The study focuses specifically on digital job matching platforms and information systems whilst contextualising these innovations within broader active policy frameworks. Contemporary analysis addresses the regulatory challenges posed by the EU Artificial Intelligence Act and its implications for AI-enabled employment services.
La presente tesi esamina la digitalizzazione delle Politiche Attive del Lavoro in Italia, analizzando il persistente divario tra le ambizioni tecnologiche e le realtà implementative nella modernizzazione dei servizi per l'impiego. La ricerca adotta un'analisi giuridica comparata, esaminando la digitalizzazione dei servizi per l'impiego italiani in rapporto a modelli europei di successo al fine di individuare i fattori che contribuiscono a un'efficace adozione tecnologica. Lo studio si concentra specificamente sulle piattaforme digitali di job matching e sui sistemi informativi, contestualizzando tali innovazioni nell'ambito dei più ampi quadri di politica attiva. L'analisi contemporanea affronta le sfide regolamentari poste dal Regolamento europeo sull'intelligenza artificiale e le sue implicazioni per i servizi per l'impiego abilitati dall'IA.
