This thesis examines the transformation of Milan’s urban peripheries between 1945 and 1980. It uses the issue of housing to interpret the economic, demographic, urban and social changes that affected the city during the post-war period. Housing is considered not merely as a response to social emergencies, but as an essential component of urban development. In this context, population growth, housing construction, urban planning, service provision and families’ material living conditions were closely intertwined. Conducted according to economic historical methods, the research combines archival sources with statistical data. The analysis reconstructs the gradual redistribution of the population from the city centre to peripheral areas. It shows how the increase in housing demand, primarily driven by internal migration, outpaced public institutions' capacity to provide adequate housing, infrastructure and services. Particular attention is devoted to the activities of the Municipality of Milan, the Autonomous Institute for Public Housing, and the INA-Casa programme. These are examined in terms of their financing, planning, management strategies and effects on urban morphology and housing conditions. As well as public institutions, the thesis considers the role of the private housing market and intermediary organisations, such as trade unions and Milanese Catholic associations. These organisations contributed to interpreting families’ needs, promoting housing cooperatives, and broadening the debate to include services, transport, and everyday life in neighbourhoods. Overall, the study demonstrates how Milan’s urban peripheries' economic, social and territorial structures were progressively reshaped through the sometimes imbalanced interaction between public intervention, private initiative, economic growth and the activities of local organisations. The housing issue therefore emerges as a central element in Milan’s urban and social transformation during the second half of the twentieth century.
La tesi analizza le trasformazioni delle periferie milanesi tra il 1945 e il 1980, assumendo la questione abitativa come chiave di lettura dei mutamenti economici, demografici, urbanistici e sociali che interessarono Milano nel secondo dopoguerra. La casa non è considerata soltanto come risposta a un’emergenza sociale, ma come componente essenziale dello sviluppo urbano, nella quale si intrecciarono crescita della popolazione, produzione edilizia, pianificazione territoriale, distribuzione dei servizi e condizioni materiali di vita delle famiglie. La ricerca, condotta secondo i metodi della storia economica, integra fonti archivistiche e dati statistici. L’analisi ricostruisce la progressiva redistribuzione della popolazione dal centro verso le aree periferiche, mostrando come l’aumento della domanda di alloggi, alimentato soprattutto dalle migrazioni interne, procedette più rapidamente della capacità delle istituzioni di assicurare abitazioni, infrastrutture e servizi adeguati. Particolare attenzione è dedicata all’azione del Comune di Milano, dell’Istituto Autonomo Case Popolari e del programma INA-Casa, esaminati nelle loro strategie di finanziamento, progettazione e gestione e negli effetti prodotti sulla morfologia urbana e sulle condizioni dell’abitare. Accanto agli enti pubblici, la tesi considera il ruolo del mercato edilizio privato e dei corpi intermedi, in particolare delle organizzazioni sindacali e dell’associazionismo cattolico ambrosiano, che contribuirono a interpretare i bisogni delle famiglie, promuovere iniziative cooperative e ampliare il dibattito ai servizi, ai trasporti e alla vita dei quartieri. Nel suo insieme, il lavoro mostra come l’assetto economico, sociale e territoriale delle periferie milanesi sia stato progressivamente ridefinito dall’interazione, non sempre equilibrata, tra intervento pubblico, iniziativa privata, crescita economica e azione delle organizzazioni territoriali. La questione abitativa emerge così come uno dei nodi centrali della metamorfosi urbana e sociale di Milano nel secondo Novecento.
