The dissertation addresses the theme of local autonomy, through an articulated research path about the reform of the provinces in Sicily, with particular reference to the role played by regional Governments from 2012 to the present day. The research has involved the legislative process that led to the reformation of the large-scale institutions of Sicily, the way in which the Delrio Law has influenced the Sicilian reform; the current situation of the Statute and in particular of the Article 15. The last part of the research is about the financial aspect of large-scale institutions and how their economic and financial problems have influenced the territories in terms of the services offered to citizens.
La tesi affronta il tema delle autonomie locali, attraverso un articolato percorso di ricerca avente ad oggetto la riforma delle Province in Sicilia, con particolare riferimento al ruolo avuto dai governi regionali dal 2012 ad oggi. L’attività di ricerca ha preso in esame: a) l’iter legislativo che ha condotto alla riforma degli enti di area vasta nell’isola; b) come la legge Delrio abbia influenzato la riforma siciliana; c) a tal fine, si è vagliata l’attualità dello Statuto ed in particolare l’art.15; d) la ricerca si conclude esaminando l’aspetto finanziario degli enti di area vasta e come le loro criticità abbiano influenzato i territori in materia di servizi resi al cittadino.
