The thesis approaches the pressing theme of the historic suburbs, national and international , in key of building recovery, trying to furnish a tool for the knowledge of the transformation possibilities of this part of city. The search takes one s cue from the awareness of the lack of aggregation between center and historic suburbs and of the difficulties of intervention in a context whose valorization has not happened yet. If for the historic centers the problem of the recovery has been resolved through studies and methodologies that have detected the memory and the identity of it, for the suburbs of the past the ground still results prolific for studies that detect the possibilities of transformation and requalification. These parts of city frequently had physical limits that isolated them from the ancient context and that brought them to take therefore the role of self-sufficient district and to ignore other parts of city. The greatest problems, in the dichotomy between historic center and historic suburbs, concern the inadequacy of the programmatic indications and the insufficient organization in a politics of urban recovery. Consequently the search directs toward strategies of intervention, motivated by social, cultural and constructive choices; it tries to furnish guidelines through criteria that carry out the project of recovery. The search deepens the theme through the study of the characters of the suburbs, and verifies the validity of it in national and international cases. The search applies these indications on a precise context: the Borgata Saint Lucia in Syracuse, a nineteenth-century district that represents the new zone of expansion of the city, after the demolition of the fortified wall. It, originally constituted the first suburb of it, area close to the existing city, a part of urban fabric that has suffered a trial of "historicization", of closeness to the existing city, of amplification and expansion. The thesis tries therefore to approach the problem of relationship among the historic buildings and the historic suburbs, to furnish an applicable informative tool to similar contexts, that through the knowledge detects the possible transformations to do, to bring the qualitative levels to the sufficiency.
La tesi affronta il tema urgente delle periferie storiche, sia nazionali che trasnazionali , in chiave di recupero edilizio e tenta di fornire uno strumento per la conoscenza delle possibilità di trasformazione di questa parte di città. La ricerca prende spunto dalla consapevolezza della mancanza di aggregazione tra centro e periferia storicizzata e delle difficoltà di intervento in un contesto la cui valorizzazione non è ancora avvenuta. Se per i centri storici il problema del recupero è stato risolto attraverso studi e metodologie che ne hanno individuato la memoria e l identità, per le periferie del passato, costruite con logiche meno percepibili e con finalità prettamente abitative, il terreno risulta ancora fertile per studi che ne individuino le possibilità di trasformazione e riqualificazione. Frequentemente queste parti di città possedevano limiti fisici che le isolavano dal contesto antico e che le spingevano ad assumere quindi il ruolo di quartiere autosufficiente e ad ignorare altre parti di città. I problemi maggiori, nella dicotomia tra centro storico e periferia storicizzata, riguardano l inadeguatezza delle indicazioni programmatiche e l insufficiente inquadramento in una politica di recupero urbano. A fronte di ciò la ricerca si dirige verso strategie di intervento, motivate da scelte sociali e culturali, nonché costruttive; tenta cioè di fornire linee guida attraverso criteri che indirizzino il progetto di recupero. La ricerca approfondisce il tema attraverso lo studio dei caratteri del costruito periferico, e ne verifica la validità in casi nazionali e internazionali. La ricerca applica le indicazioni rilevate su un contesto preciso: la Borgata Santa Lucia a Siracusa, quartiere ottocentesco che rappresenta la nuova zona di espansione della città, dopo l abbattimento delle mura di cinta. Essa, originariamente, ne costituiva la prima periferia, area addossata alla città esistente, una parte di tessuto urbano che ha subito un processo di storicizzazione , di affiancamento alla città esistente, di ampliamento ed espansione. Si cerca quindi di affrontare il problema di relazione tra il costruito storico e la periferia storicizzata , per fornire uno strumento informativo applicabile a contesti similari, che attraverso la conoscenza, individui le possibili trasformazioni da effettuare, per riportare i livelli qualitativi alla sufficienza.
