The research analyses the effects of the new Veneto region city – planning law, 23.4.2009, n. 11. The study especially fixes the features of the building credit: by means of the building credit, the local public authority may upgrade his municipal territory, by stimulating private housing project in degraded city areas. After a comparison between the National city – planning law and the regional one, the study defines one of the most interesting and innovative building credit’s factor. When the local public authority acknowledges a building credit to someone, the owner can decide to spend the credit in all the city areas made conform by the authority’s power, or sell the same to somebody else, who can build something. Finally, the research work takes note of the transformations of the local public authority power in city planning.
