The thesis, which concerns art. 117, I, of Italian Constitution, stands out for the particular hermeneutic approach, based on the principle of supremacy of Parliament. The analysis has a twofold purpose: to identify possible inconsistencies or fallacies in the interpretations of the constitutional provision so far proposed; to select, among the remaining interpretations, the most respondent to the aim of safeguarding the principle of parliamentary supremacy. In this way, the purpose is to get a consistent and not fragmented reading of the provision , ideologically oriented to the safeguard of political pluralism and the continuity of democratic representation. The analysis, moreover, uses the comparative method of legal analysis.
