Il risk management come strumento di lotta alla corruzione

This doctoral thesis is dedicated to the interpretation, the analysis of evolution and improvement about the concepts of risk and corruption, referring in particular to the eventual use of the traditional management techniques of the risk as a tool of anticorruption. Considering this point of view, the thesis has got four essential aims, correlated among each other. The first target is to explore the phenomenon of corruption through the specification of the concept and the analysis, in a general view, of initiatives of fighting corruption developed at a national and international level. The second one consists in spotting the main elements of the activity of Risk Management, analyzing the possibility of application to the public sector. The third one is trying to synthetize a model of the evolution of the risk. Finally the fourth is the one that analyses the possible applications of the model at risk of corruption mentioned before. The results of the analysis confirm that several are the opportunities to use in the Public Sector the traditional management techniques about the risk, mainly referring to the one of corruption. The demand is obviously pressing, as tested by the recent initiatives about the rules (e.g. "Riforma Brunetta").
