The purpose of this research is to analyze the new EU programmes for 2007-2013 in light of the effects of EU enlargement. It is understood, therefore, primarily analyze further the effects of the 2000-2006 EU programmes to verify the level of maturity achieved by central government and the lessons drawn in the management of projects co-financing. In previous EU programmes achievements in the field of administrative modernization and institutional strengthening have been significant, especially in terms of increased management capacity of all government by introducing mechanisms for internal control management, the strengthening of planning structures and evaluation, the adoption of evaluation as an integral part of the programming process. Essentially the question is: "What they learned from the previous central government planning? And as you are prepared to face the new programming? " The 2007-2013 EU programmes can be an effective continuation of the process of institutional strengthening and capacity building of Public Administration. This planning process is crucial in many ways, in reference to both the current state of the European and national level, both through the impact of EU enlargement on the topic under analysis, both in relation to the scenario that 'radical and comprehensive reform process of market institutions and the rule is drawing over the years. Public bodies can benefit from many EU funding opportunities, ranging from investments to develop the institutional capacity and efficiency of public sector, to local infrastructure projects. The issue on which this research is to reflect on the ability of government to equip and respond appropriately to the challenges that the EU puts in the allocation and utilization of resources for the Structural Funds.
