This research offers an updated overview of reform proposals concerning the Italian Ministry of Foreign Affairs between 1980 and 1997, culminating in the late 1990s. It also examines the challenges, persistent thematic debates, and best practices that have characterized the Ministry’s operations, both in its central and foreign dimensions. The study frames these reform efforts within the context of domestic debate, shaped by contributions from the diplomatic corps, political factions, and, to a lesser extent, trade unions, during a relatively underexplored period. Building on this foundation, the thesis seeks to fill a significant historiographical gap by illustrating the Ministry’s dynamic evolution, traditionally tasked with conducting Italian foreign policy. Operating under the political direction of the Government, the Ministry employs diplomacy as its professional instrument. Among the state’s major institutions, the diplomatic corps uniquely intertwines with Italy’s international fortunes and misfortunes. In this context, revisiting discussions on the Ministry’s restructuring and the adaptation of its diplomatic framework requires examining the interpretations, concerns, and aspirations of major political factions. These perspectives reflect attitudes toward the external world, both in its current state and foreseeable developments, during a period of significant global transformation. To achieve this, the analysis unfolds across three levels. The first two focus on parliamentary and governmental reform initiatives of the 1980s, while the third examines the broader political, trade union, and diplomatic debate of the 1990s regarding the Ministry’s capacity to address national and international transitions effectively. Supporting this multi-level approach, the research is grounded in an extensive bibliography, enriched by archival investigation and semi-structured interviews.
La presente ricerca intende offrire un repertorio aggiornato alla seconda metà degli anni Novanta dei progetti di riforma riguardanti il Ministero degli Affari Esteri nonché delle riflessioni concernenti le criticità, i ricorrenti dilemmi tematici ma anche le pratiche virtuose che hanno contraddistinto l’operato degli Esteri, sia nella sua dimensione centrale che estera. L'idea è di presentare questo quadro di proposte riformatrici attraverso la lente del dibattito interno all'Italia, animato da esponenti del mondo diplomatico, raggruppamenti partitici e in minor misura dai sindacati in una periodizzazione rimasta ancora poco indagata, che va dal 1980 al 1997. La tesi ambisce a colmare un importante vuoto storiografico restituendo la natura prismatica ed evolutiva del Ministero, tradizionalmente preposto alla conduzione della politica estera italiana, che sotto la gestione politica del Governo opera attraverso la diplomazia intesa come strumento professionale. La carriera diplomatica costituisce, insieme alle altre maggiori corporazioni, l’ossatura dello Stato ma a differenza di queste è l’unica ad essersi sempre confusa con le sue fortune o sfortune internazionali. Ragion per cui, riportare alla luce il confronto sulla ristrutturazione del Ministero e sull’adeguamento della diplomazia implica riflettere sulle interpretazioni, sui timori e sulle suggestioni delle grandi famiglie politiche che abitavano l’edificio istituzionale rispetto al mondo esterno, nelle sue attualità e nelle sue prevedibili evoluzioni in un periodo segnato da mutamenti di portata epocale. Si seguono essenzialmente tre livelli d’analisi, due dei quali sono individuabili nelle proposte di riforma d’iniziativa parlamentare e governativa degli anni Ottanta, mentre l’ultimo riflette il più ampio dibattito, politico, sindacale, e diplomatico, avente come oggetto il Ministero e le sue capacità di rispondere adeguatamente alle sfide e alle transizioni delle dinamiche internazionali e nazionali degli anni Novanta. La tesi si avvale di una ricca raccolta bibliografica, integrata dalla raccolta dati attraverso un’estesa ricerca archivistica e dalla conduzione di interviste semi-strutturate.
