The phenomenon of arson in waste storage and disposal facilities that has recently affected the Lombardy region is deeply rooted in a complex interplay of diverse causes, both in terms of nature and origin. Analyzing these factors is of paramount importance for safeguarding public health and the environment. In this context, Lombardy is characterized by a remarkable heterogeneity of resources, which has led, on one hand, to the region's leadership in waste management infrastructure, and, on the other, to an increasingly frequent convergence between the "environmental" needs of a rapidly expanding entrepreneurial sector and the economic interests of both mafia-linked and non-mafia criminal organizations. Consequently, addressing and attempting to resolve some of the issues associated with illegal waste disposal becomes a critical testing ground for the development of an essential coordination plan among public bodies, both national and transnational, as well as an effective regulatory framework capable of tackling environmental challenges and the waste cycle. In the absence of such a framework, adequate prevention and resolution of the phenomenon will remain unattainable.
Il fenomeno degli incendi dolosi in impianti di stoccaggio e smaltimento di rifiuti che ha recentemente interessato il territorio lombardo affonda le sue radici in una concatenazione di cause di natura e origine diversa, la cui analisi assume un carattere di vitale importanza in un’ottica di tutela della saluta pubblica e dell’ambiente. Sotto tale profilo, il contesto lombardo presenta un’enorme eterogeneità di risorse che ha portato, da un lato, al primato impiantistico della regione nell’ambito della gestione dei rifiuti e, dall’altro, ad un incontro sempre più frequente tra le esigenze “ambientali” di una classe imprenditoriale in continua espansione e gli interessi economici di organizzazioni criminali di tipo mafioso e non. L’analisi e il tentativo di risoluzione di alcune delle questioni connesse al tema dello smaltimento illecito dei rifiuti diviene, quindi, un vero e proprio campo di prova di un necessario piano di coordinamento tra soggetti pubblici, nazionali e transnazionali, e di una capacità di inquadramento normativo e di risoluzione dei problemi ambientali e del ciclo dei rifiuti, in difetto dei quali non potrà esservi adeguata prevenzione e risoluzione del fenomeno.
