As part of the actions to strengthen and modernize the Public Administration, the Next Generation EU plan (in Italy PNRR) assigns particular importance to the evaluation of transversal skills in the selection, advancement, training and development processes of public employees based on the most recent scientific acquisitions in the pedagogical field. The transition from a public management selection model based on the evaluation of technical-specialist knowledge (inherent to the subjects of the competition notice) to a model based on the combined evaluation of both knowledge and individual skills and motivations represents the hot spot of the more comprehensive reform of the Italian Public Administration towards a new general approach to the management of human resources. Soft skills promote more inclusive and collaborative management, improve the ability to adapt to new technologies and methodologies and contribute to an organizational culture more oriented towards innovation and efficiency. Furthermore, they are crucial for developing positive relationships with citizens, promoting more participatory and public value-oriented leadership. The integration of these skills is therefore necessary and essential to modernize and make public management more functional. The research develops the themes concerning managerial soft skills and the central role they play in the field of adult education, for the promotion of training that not only transmits knowledge, but also develops personal and professional skills for work competitiveness. The training need is widely covered both at an individual, systemic and organizational level, with insights related to new technologies. Furthermore, the work highlights the refined professionalism of the public manager supported by a new leadership model more open to listening and collaboration.
Nell’ambito delle azioni di rafforzamento e di ammodernamento della Pubblica Amministrazione, il piano Next Generation EU (in Italia PNRR) assegna particolare importanza alla valutazione delle competenze trasversali nei processi di selezione, avanzamento, formazione e sviluppo dei dipendenti pubblici in base alle più recenti acquisizioni scientifiche in campo pedagogico. Il passaggio da un modello di selezione della dirigenza pubblica basato sulla valutazione delle conoscenze tecnico-specialistiche (inerenti alle materie del Bando di concorso) a un modello basato sulla valutazione combinata sia delle conoscenze sia delle competenze e delle motivazioni individuali rappresenta l’hot spot della più complessiva riforma della Pubblica Amministrazione italiana verso un nuovo approccio generale alla gestione delle risorse umane. Le soft skill favoriscono una gestione più inclusiva e collaborativa, migliorano le capacità di adattamento a nuove tecnologie e metodologie e contribuiscono a una cultura organizzativa più orientata all’innovazione e all’efficienza. Inoltre sono cruciali per lo sviluppo di relazioni positive con i cittadini, promuovendo una leadership più partecipativa e orientata al valore pubblico. L’integrazione di tali competenze è quindi necessaria ed essenziale per modernizzare e rendere più funzionale la dirigenza pubblica. La ricerca sviluppa i temi riguardanti le soft skill manageriali e il ruolo centrale che rivestono nell’ambito dell’educazione degli adulti, per la promozione di una formazione che non solo trasmette conoscenza, ma che sviluppa anche capacità personali e professionali per la competitività lavorativa. L’esigenza formativa è ampiamente trattata sia a livello individuale che sistemico e organizzativo, con approfondimenti legati alle nuove tecnologie. Inoltre, il lavoro mette in evidenza l’affinata professionalità del manager pubblico sorretta da un nuovo modello di leadership più aperto all’ascolto e alla collaborazione.
