This research aims to read and examine territories from an organizational point of view, focusing on the demands and challenges that they daily face and are called to face. In particular, it intends to focus on what represents the pivotal concept of Niklas Luhmann's Theory of Social Systems, i.e. communication: organizations are social systems (decision-making machines) that process information, which is always new and different, despite their polarity. Through the communicative act, each organization reproduces its strategic choices and / or the environment, within which the organization lives and reproduces itself (the society as a complex system). The luhmannian organizational autopoiesis is, in fact, allowed by the organization's capability to communicate itself externally; in this sense communication assumes a fundamental role for the organization (and, in this case, for the territory and the creation of its Destination Image). The research methodology chosen to analyze and demonstrate these phenomena will therefore be divided into several moments: initially, it consists on a survey including the opinion of students from the University of Salerno, measuring the target’s predisposition to use social media to promote and reporting security issues relating to the territory; in addition, the experimentation of a communication model based on the study of digital language coding, in collaboration with the personnel of selected Campania Public Administrations, between institutions / territories and citizenship; finally, the organization of a focus group divided into two stages, to understand the efficacy of the aforementioned model and its specific application for each entity. The aims of its development are, in fact, oriented to eliminate communication boundaries between P.A. and citizenship, and the establishment of an interactive system where all actors interact at the same level and co-produce value.
